This one's pretty easy to do, but it may take some time. Notice it says 'posess'. Now, discounting the typo, this means you will need to have 250,000 barrels of goods at the same time.

At least that's my understanding of this achievement, and this is how I managed to unlock it:

- Buy up the licenses for three or four islands. Realistically you won't be able to do this all at once unless your working with some serious financial backing already.

- Begin to build each island with the lowest level industry available for ease. i.e.: Sugar Cane Farms, Cotton Farms, Fruit Plantations (especially recommend the fruit for it's high volume turnover, and this is what it's all about here).

- Do NOT forget houses else the workforce will just leave and you won't start producing the mass you require for this achievement.

- Bring across a lot of migrants to man your new production chain

- Hire a Warehouse Manager and ask him NOT to sell any goods and NOT to allow removal of the goods. Keep them stored up in the warehouses!

Now it's a matter of time, and waiting it out. It's hard if not impossible to track how many barrels you've accumulated at any one time (if anyone knows of somewhere in the menus please let me know so I can add it here), but it should pop in due course. I hit this after about three to four hours of production across four islands.
