You can only attempt to get this achievement after you have established a steady stream of income from trading and/or piracy.

In order to get this achievement, you will have to build A LOT of production facilities, obviously the more towns you hold the licenses to build in the better, I would suspect 5 towns would be the fewest number required.

There are 2 ways to get the licences to build businesses in a town;

1) Attack a town and annex it for you - This will also give you the 'Conqueror' achievement and a free warehouse in the town.

2) Purchase the licenses - To do this you have to reach a certain level of popularity with both the town and the country controlling it (it varies town to town, view the architect to see the level required). Once you hit the requirements you are able to buy a license that allows you to build a warehouse and residential houses. Build a warehouse and 2 houses (supply bricks if required), once built you will be able to buy a second license that allows you to build businesses.

Once you own the licences, you can start building, it doesn't really matter what you chose to build as each business employs the same number of people (25). Remember that a farm with 4 fields, employs the same number as 4 distilleries, but takes up 1 more space. Don't forget about houses as settlers won't become employees without somewhere to live, generally, having 2 residences to every 3 production facilities works out nicely.

Then it's just a case of delivering building materials and settlers (Usually large numbers are waiting in the viceroy cities). It will take a while but you'll get it in time, work 1 town at a time and set your warehouses to sell goods.
