Ninja Scroll describes the achievement requirements well above.

I wanted to add a solution for this, and all the NBA 2K13 single player win achievements, which I have found increases dramatically the chances boosting partners will be matched up in a lobby.

Myself and another booster were able to whip through 20 games (10 wins each) in less than 3 hours of searching, and once we had the technique down we were able to find each other in the lobbies, on average every 4-5 minutes.

A couple of pre-requisites. Don't be friends with boosting partner. Do be in a party - that doesn't affect anything. We also found that good times to search were when there were less people online and playing. Early in the morning or late at night.

(That said, we had one boosting session where there were 8000 people online, and another where there were 15000 and it didn't seem to make any real difference using the technique below).

Final thing - changing clocks, locations, timezones - not necessary.

OK, what you need to do is have one person go in and start searching. When you search you will note that the game will tell you: "XXX potential matchups found" where XXX is a number.

If the number is below 4 or 5, don't immediately quit the search (done by pressing B before you are matched up with someone) - just stick with it for a second. If it is higher, quit the search and have another go (though when boosting we had success when there were 9 other potential games ... though that might've been just good luck)

In continuing the search, you may end up getting matched up with someone other than your boosting partner - if so, quit back to the online menu by hitting B. You will not be charged with a loss if you quit before the game starts.

Because what you are looking for when you start your search is the text above changing from "XXX potential matchups found" to simply: "Searching for online matches ..."

Once this appears on screen, you are "in limbo" in a way, and not immediately going to be matched up to anyone.

But for some reason, this state of "limbo" also dramatically increases the chances you will be immediately matched up with someone who has just entered the lobby rather than someone already in the lobby.

It is as if the servers recognise you are waiting for a game and put you in a priority queue to match you up with the first available opponent.

So when you enter "limbo", immediately tell your boosting partner (who should be at the online menu screen and ready to search). When they hit search, one of two things will happen:

1 - You will be matched up to them almost immediately, and virtually by magic.
2 - You will be matched up post haste to someone who has just entered the online lobby as well.

The second option can also happen if your boost partner doesn't hit search quickly enough while you are in "limbo" - a newcomer to the lobby might beat them to the punch and end up matched up with you.

Ultimately, after some testing, we were almost able to match-up at will using this method. And the stats don't lie:

*We were matched up to each other 12 times in 70 minutes (2 matchups glitched out before we could play).
*Given each game we played only took 90 seconds - the designated winner would score a basket, and the designated loser would quit the game, resulting in a win to the other person), we averaged one match-up per five minutes or so.
*Given that each process of trying to match-up with a boosting partner, failing, quitting out of a game and getting back to the lobby takes about 30 seconds or so, we were getting matched up (on average) once out of every 8-9 tries - which is a very very good strike rate in a game where the lobbies are meant to be BIASED AGAINST BOOSTING.

This compared favourably to the two or three times we were matched up in an hour when we were using the "1,2,3, search" method to try to search at the same time.

I'd recommend this "limbo" method to anyone. It seems to work and work well.
