I doubt anyone will ever read this, but if you bought this unfortunate excuse for DLC you are probably a Completionist (like I am). Hopefully you understand the game well enough to get the 4000 of each resource needed to complete this, but if you are having difficulties or want the pain to be over fast here is how I did it.

You need 4000 Barrels of Hemp, Tobacco, Meat, Rum and 4,000 Bread (for a total of 20,000 Barrels) to be delivered to Florida Keys and placed in your warehouse (not sold to the market.) Once this is done you need go to the tavern and give all the goods to the "Big Party" character. This will take a few hours even if you are lucky and skilled at the game.

A few tips:
1) Send out all your ships on profit trade convoys except one group that you create out of two convoys (disband one and then create a larger convoy.) This convoy is the one you will use to transport goods around while the others are making money.
2) Make sure if you hire a Warehouse Steward you block the sale (put the number to about 500) of both the commodity you are going for AND the resources it needs for creation. Once you are done with a good have the steward sell as normal again.
3) You will have to build up for around 45% respect in some of the towns you will be building in so selling needed supplies there is worth the long term investment of producing your own goods in that town.
4) Save often. Pirates can completely destroy an hours worth of work in one attack.
5) Remember to collect your taxes from Cayman. It will grow to about 125k and then just sit there if you don't collect it from your palace.
6) Check the palaces on your journey around the map. You might have the goods on board to fulfill them for a bunch of cash - otherwise ignore them.

To start - Build 5 of each type of the following buildings / crop fields listed in the town (with a few houses and warehouses) and then when / if you have enough money keep building more of what you need. Also make sure you supply workers and building materials (wood and clay) so that your building doesn't stall out:
1) Tobacco and Hemp - Build Hemp and Tobacco Plantations in Cayman.
2) Rum - Build Distilleries And Sugar Farms in Tortuga. Make sure you supply Wood through convoys (or manually delivering) so that the distilleries are pumping out "free" rum.
3) Meat - Build Stockyards AND Corn Farms (to feed the Stockyards) in Cancun.
4) Bread - Build Bakers in Gibera and supply it with Sugar to make bread.

After goods start being supplied you should start a counter clockwise direction with your large manually controlled convoy in this order:

1) Cayman - Pick up from warehouse and buy from market Sugar, Hemp and Tobacco.
2) Santiago - Buy Wood, Hemp and Tobacco.
3) Tortuga - Pick up Rum. Buy Sugar, Rum and Tobacco. If there is lot's of excess Sugar pick it up otherwise drop some off. Drop off all Wood in warehouse for Rum.
4) Gibara - Pick up Bread. Buy Bread and Tobacco from market. Drop off any sugar you have on board in the warehouse.
5) Charles Towne, Cat Island, Grand Bahama - Buy Rum, Tobacco and Hemp.
6) Florida Keyes - Place all Hemp, Tobacco, Meat, Rum and Bread in Warehouse.
7) Havana - Buy Rum, Clay, Tobacco.
8) Nombre de Dios - Buy Wood, Hemp, Tobacco.
9) Cancun - Pick up Meat from warehouse. Buy Sugar.
10) Return to Cayman. Go to step 1)

If at any point you hit 4000 start selling the good off. If you start going negative in cash you should still be okay as long as you are producing the goods and don't need to buy them. Thanks for reading and good luck!
