  Actions

  Earliest you can get this achievement is in the first world (Cardboard Box) on level 1-7. There is 6 ropes to cut in this level, just make sure to do a big swipe around to cut them all at once or just 5 at once.
  
  You can also net the 'Quick Finger' achievement in this level if you haven't already.

  @pyr0lyZer Unfortunately, no. None of them has at least five ropes.

  I keep cutting them all but no achievement - I got the Quick Finger one but not Master Finger

  Though the other method above works I found 4-11 easier because I was using a mouse. Like said above you will get the 'Quick Finger' Achievement, but you will more than likely have it before this level.
