This is a time consuming achievement.

First off, for details on what the Hallow is, and how you can spread it, refer to http://terraria.wikia.com/wiki/Terraria_Wiki.

Personally, I'm not sure this achievement is obtainable simply by trying to spread the Hallow to all areas of the world as it exists when you first generate a map. Simply put, it doesn't seem like there's enough land to Hallow in the world. By the time I'd hallowed just about everything above and underground - save for some of the corruption - I was at about 25-30% Hallowed. So to get the achievement, I focused on adding land to the world and then Hallowing that. The easiest way to do this, in my opinion, is to drop sand.

The most tedious but easy way of dropping a great deal of sand I found was to build a sky bridge made of stone, about halfway up from the surface of the world. Not too many wyverns spawn from this height. I built my bridge from the centre of the world, where you spawn, to the far right ocean. It helps to build a second stone bridge just over your head, making a tunnel, to protect yourself from the multitude of harpies that like to spawn. I filled my inventory with sand, and using the "detailed" cursor mode - the one that lets you pinpoint the exact square you want to manipulate - I tried to attach sand to the bottom of my stone sky bridge. When you do this, the sand falls all the way down to the surface of the world. By holding down RT, you'll rapidly drop sand until you reach your sky bridge. Then, move on to the next adjacent square and repeat. The focus here is to add more land to the world that can be Hallowed, and this is just the most "hands free" method of doing it I think. I only recommend doing this once you've Hallowed everything else that you can in your world, so you don't waste time.

Now, I did most of this with a friend. Between the two of us, we dropped close to 150,000 blocks of sand. This took around 10-15 hours I'd estimate. We had to dupe a fair amount of sand to get that much. The method for this is simple... host a game and invite your friend in. Make sure he or she has some sand in their inventory. Now, have them place the sand in a chest. Make sure they disable their Autosave in the Menu. Once they've placed the sand in the chest, and disabled Autosave, have them quit your game and rejoin. When they rejoin, the sand they left in your chest will still be there, but since they shut off their Autosave, the sand will ALSO be back in their inventory. Using this method, you can quickly fill dozens of chests with sand. It's the only practical way of doing this.

For the record, when the achievement had popped, we had Hallowed from the centre of the map ALLLLL the way to the right side ocean, and from the centre of the map about halfway to the left side ocean.. so it took a lot of sand dropping. ;-)
