  I'm seeing a lot of complicated solutions that require you to do a lot of stuff. Here is a really simple one.
  Find the weaker enemies (pretty much anyone but the heavies.)
  Towards the end of the game you will have the Vigors "Shock Jockey" and "Undertow"
  Hit an enemy with Shock Jockey (not the trap version that charges)
  Hit the same enemy with Undertow before Shock Jockey wears off. (Not the octopus version of the "GET OVER HERE" the regular button tap version.)
  Its water and electricity. That little bit about enemies instantly dying from a water+electricity combo still holds true.

  I tried doing this but either because it was on Normal difficulty or those heavy ones, they didn't die of the 1st zapp & a 2nd would kill them too fast so I couldn't get the undertow timing right so I made a slight modification of this brilliant solution & simply switched lighting with fire & voilà it worked so great I thought I'd let other know,a quick fireball followed by a quick blast of undertow & it seemed to count every time,only works on tougher enemies (like the 1st ones in The Hangar level as used for this achievement in the Walkthrough) I think,normal ones would probably die too fast :) Any way my compliments to the chef,hehe,great guide

  Another simple solution which has just worked for me by accident is to
  
  load up command deck
  Jump down and grab a rocket launcher to the right on the wall
  Spring up onto the skyline. Kill all the first bunch of men with rockets
  Then as the set of boats come in they drop off men. Let them jump onto the boat.
  Then after as they're jumping off the balcony to the platform below just rocket launch them.
  
  Took me about 3 minutes to get 5 just by reloading the checkpoint.

  I got this achievement using the following technique:
  1. Aquire the Bucking Bronco Vigor
  2. Have a shotgun at the ready
  3. Use bucking bronco on an enemy (This will suspend them in mid-air, you do not want to shoot them yet) wait until the vigor wears off they will fall, this is when you shoot them!
  4. Rinse and repeat a futher 4 times for your achievement! :D

  Only your (this) method worked in 1999 mode. The other solution using UNDERTOW and SHOCK JOCKEY didn't work for me in 1999 mode.

  I got this using the machine gun with the Undertow Vigor. Best works against basic enemies, otherwise you have to cut down their health a fair bit.
  
  Press LT to unleash your basic Undertow attack, then as the enemy floats into the air, spray them with your machine gun. If it doesn't get them first time, the basic Undertow attack only does mininal-to-zero damage, so you can try again if needed. Repeat on 4 more enemies.
  
  NOTE: Using the Bucking Bronco vigor doesn't work, as they need to be falling, rather than suspended in mid-air.

  tried using the bucking bronco,couldn't get it with that,swapped to undertow and got within a minute!!! excellent solution.

  Yea I got it with the bucking bronco. You just have to wait until they are falling, pretty easy when using a shotgun up close though.
