Defeating Harlow is part of the With the Tide quest which you automatically get at the end of Chapter 12. After entering the Dock in the Quarantine Zone of Henderson, you need to go down an elevator shaft then search the laboratory.

Harlow is armed with a chainsaw and molotov's, so be careful when engaging her in melee combat. There are three stages to the fight. First you need to hurt Harlow so that she uses the mutagen. Second you need to hurt her some more until you are told to use the mutagen yourself, which you will find on a table in the room you first encounter Harlow.

Thirdly I don't think you can defeat her without using the mutagen on yourself. I used my best weapon until it was worn out (3000 DPS, 5500 Force), my rocket launcher, modded shotgun, over 50 land mines and only took her health down by about 25% before noticing that I needed to use the mutagen. Once you take the mutagen more enemies will arrive but you are really an unstoppable force now and it is just a matter of time before you wear Harlow's health down until she is dead. Don't worry, the mutagen won't wear off until you have killed her.
