While exploring through the maps in the Tiny Tina dlc, you'll eventually come across chests that have two dice on top of them. You are given two options: press x to roll one die, or press y to roll two dice. If you roll two dice, then you have to pay 5 eridium. When you roll the dice, a number should come up. You need to roll a 1 or a 20 for the achievement to unlock. It doesn't matter whether you roll one or two dice. When you roll the 1 or the 20, the achievement will pop. Also, if you roll a 1, then take a few steps back because bombs will pop out of the chest.
The earliest chest that you can find is located at the Forlorn Ruins, which are at the northeast part of the Unassuming Docks. It's near the water, inside the little set of ruins located there. It's located right next to one of the items you need for the Post-Crumpocalyptic side quest, so you can look for the chest when you are doing that quest if you want.

Edit: Accroding to KruziikOnikKro, there are a bunch of these chests in the room after fighting the raid boss for this DLC (43 chests in that room alone), so if you happen to miss all of the chests up to that point, then you can without a doubt get it in that room.

Edit 2: Just to clarify a little more, the number that pops up on the screen after you roll the dice is the number that needs to be 1 or 20. Sometimes the number that shows up on the die itself is different, but that number is not the one you should be concerned with. It's the number that actually pops up that counts.
