  What i did was to start a new game on Easy + Normal mode and clear out everything and everywhere! I got level 30 near the end of ACT3 .
  
  You don't need to do something special but i recommend that you clear out every location you go, rather to rush and finish the levels half explored.
  
  You will find many mini bosses if you explore, and loads of loot to help you advance to the next areas plus you will earn experience faster.

  I did similar but played on medium difficulty and got to level 30 on the last level of Act 3.

  yeah is faster if you do it in medium, but many people are new to the game and they want it to go as easy as possible. I went for the easy first to understand 2 things, game mechanics on xbox and to see what my character had to offer. Though i dint leave a grey shadow unexplored and near the end of ACT 3 i got it too.
