General tip: Save and quit each time instead of pressing the home button when you're done playing, so the game will actually check if it's connected properly when you return.

Note, can be done at any time, but in time you will come to a quest that requires you to get engaged and they will give you the best ring for free.

Update by Arsenic 17:
Hi dude. I just did the quest. My game said they were giving me the eternity ring, but in fact hey just gave me 20 LP. When the ring screen popped up, the only one I could pick was the eternity ring, and it cost 10LP. I clicked on it and they got engaged.

Build up a romantic relationship until two Sims are partners, have woohoo a few times, then have one Sim propose to the other. Be warned, that your proposal can be rejected, and unfortunately if they say "no," your ring disappears and is wasted. The value of the ring supposedly determines how good of a chance you'll receive a "yes." Once becoming engaged, you must then fill up another bar, then you can actually get married and finally have your achievement.
