As I have noticed the achievement descriptions are misleading and surprise, surprise you don't need to complete the campaign for 'Babel Falling'.

All you need to do is beat the last level in Chapter 3. You can buy this chapter after completing Chapter 1 (if I recall correctly. You might can buy this immediately). What you need to get there is a necessary amount of grinding for coins and scrolls. This can be done through changing the date/time and gathering up the daily bonuses:

1. Load up the game. A daily bonus screen will pop up if it is the first time you do so on the current date. You will be awarded a prize based on how many consecutive days you have played the game.
2. Close the game (not just minimize it or let it run in the background)
3. Go into settings and advance the date ONE day forward.
4. Repeat the previous three steps over and over.

Make sure you return to the original date/time BEFORE you get an achievement. It didn't read mine until I changed it backed, thank God (pun intended).

The Campaign missions and their objectives are as follows:
Chapter I:
Mission I: Foundations - Kill 60 workers
Mission II: Fire and Brimstone - Withstand 10 waves of workers
Mission III: False Prophets - Defeat 40 priests
Mission IV: Defense - Resist for 9 minutes
Mission V: Fall of the Ziggurat - Kill 300 workers
Chapter II:
Mission VI: A New Beginning - Resist for 9 minutes
Mission VII: Cursed Path - Spare 25 cursed jars
Mission VIII: Rosary of Souls - Score 100,000 points
Mission IX: Sea Legs - Destroy 72 ships
Mission X: Under Siege - Destroy 30 construction towers
Chapter III:
Mission XI: Divine Gardens - Kill 450 workers
Mission XII: Accursed Priests - Withstand 42 waves of workers
Mission XIII: Babel Towers - Destroy 5 construction towers, then defeat 25 priests
Mission XIV: Soul Collector - Score 500,000 points
Mission XV: Last Stand - Resist for 20 minutes

Have fun. The grind is not bad, but I can't say the same thing for the game.

This guide is just a few pointers for the final level: Last Stand. I found this to be the most frustrating level in a pretty frustrating game. This is certainly not a guide that will guarantee success, more just a few tips that worked for me. If you have better advice or tricks, please comment so I can update.

• Use the money-boosting method in the other solution to max out your powers. Even with full powers, lasting for 20 minutes is pretty tough.
• Wind and Water. I tried a few different combinations and settled on this. Both Ultimate powers pretty much clear the tower of workers, effectively resetting and letting you take a breath and start again.
• Water’s basic power, Rain, can be used to slow the last few workers before the ships arrive. Generally things were so hectic that I was just madly killing and only caught it once, but I was able to slow the last worker and waste nearly 2 minutes. It depends quite a lot, but ships seem to come around every 5-6 minutes.
• There is a timer on the “Incoming Ships” marker. Waiting till it is almost empty can waste a few more seconds each time (every little bit helps!).
• I used the Fury Spirit Passive Power, which charges up the Ultimate powers faster. As already mentioned, being able to clear the tower as often as possible really helps!
• As for scrolls, I used the Sabotage Scroll. The only other one you may consider would be the Slowing Scroll.
• In general, I would focus on the two ground-level ramps, predominately using Water’s Ice Storm and Wind’s Lightning. I found I got too disoriented if I tried to constantly spin around the tower looking for workers. Pick a few spots and focus on them, picking off anyone who got past if you get a spare second. Once I saw that there was a good amount of workers across the first few levels of the tower, I’d hit one of the Ultimate powers and start again.

So that’s it. Sadly, no magical formula that guarantees success, just a few tips to hopefully point you in the right direction. Patience and determination are key. I hope this helps and good luck!
