You need a total of 73,000 energy shards to fully upgrade one character. You get these by smashing objects, defeating enemies, etc. If you're playing through the main storyline you'll likely get enough to fully upgrade two turtles. If you're going for a completion you'll have to play the story line again in time attack mode, and then there's survival mode, too, so farming for this one isn't necessary. You'll have more than enough to upgrade everyone.

However, here's a little trick that you can use if you don't want to wait so long for popping all the 'to the max!' achievements. Grab your 73,000 shards and go to the upgrade screen. Purchase all the upgrades in a row for one turtle until the achievement pops. Now, without hitting left or right or backing out of a menu, press the guide button and go home. The game doesn't save upgrades after you purchase them; it only saves when you move out of a turtle's upgrade screen. So, when you boot the game back up, your recently-upgraded turtle will not have the upgrades, but you'll have your 73,000 energy shards and the achievement. You can then proceed to upgrade and pop the achievements for the other turtles.

What I recommend is upgrading one turtle as much as you can right away. It makes the game much easier and faster to complete. You don't really need to worry about the other turtles; you can just stick to your favorite. Then, when he's fully upgraded, bank your shards until you hit 73,000 and use the above method to grab the rest of the achievements. I liked doing it this way because it made the achievement list much shorter and I could focus on a smaller list.

I'm posting this solution for the other turtles, too. It'll be the same for each turtle, so if you've just read this solution you can skip the others. Hope that helps!
