Wait till Rank 17 and buy the Lamborghini Aventador LP 720-4. Load up the Interceptor [HARD] Play For Real on the bottom SW corner of the map. Make sure you have ESF and Shockwave both upgraded to lvl 4.
Keep wrecking the lone police car. You will be in an aircraft graveyard and the lone police officer can't call for road blocks or back-up. There is also a repair shop about a half a mile north from the start of the mission. You will rack up 500K SP points in less than 10 minutes if you keep reloading the mission. After that just take a short trip to one of the hideouts.
