    Start a game on freeform mode, you have unlimited money. Build a zoo as you please, but if you want it quick build a janitors office. Select it after building it and go to staff, then hire. Pick a person that's rated 1 or 2 stars, after that simply train them to a 3 star level via the staff menu and achievement unlocked.
