I am almost positive that this requires you to "repair the Jackdaw" after boarding a ship in order for this achievement to count.

The reason I say this is because I had added at least 10+ ships to my fleet and or lowered my notoriety while the achievement percentage was stuck at 93 (so 28 ships) I finally just let a ship beat me up at bit before repairing and suddenly it went to 97%.

Edit: Thanks to Slam Shot Sam it is confirmed that the Jackdaw doesn't actually need to be repaired for you to select it for repair and thus pop the achievement.

mentocMikeyoj, if you still wondering I'm thinking you're looking for the percentage on the achievement via the achievements app.

The S bot 9000This method worked for me! Tracker was buggy and stopped updating at 66% though, I kept grinding it out and once I got to 12: the tracker updated instantly and the achievement popped

ElmozachIt wasn't tracking for me I had boarded like 10+ ships and no progress, the moment I started to use "repair jackdaw" it started going up again. Thanks.

I had a problem with this one too. I'm pretty sure that I never selected "Repair the Jackdaw." After I finished the game, I noticed that I only had 84% showing in the achievement list. (FYI: Xbox One system shows achievement progress for some achievements.)

I continued on plundering numerous more ships - mostly I selected Send to Fleet but also Lower Wanted Level sometimes. When I checked back my progress had not changed from 84%.

Only when I selected Repair the Jackdaw did my progress advance after that. It seems the achievement partially glitches at some point but selecting Repair is the workaround.

I guess that only "repairing the Jackdaw" means plundering.

Because you take everything from the enemy ship that is of use (plundering), instead of letting them go to lower your wanted level or adding the ship to your own fleet.

As I checked yesterday I had 80% completed. Then I tried to sink ships, to put them in my fleet and to lower my level. None of this added to my progress.
But as soon as I repaired the Jackdaw, the tracker went up.
6 or 7 ships later the achievement popped.

So you really have to repair the Jackdaw 30 times by taking over enemy ships.
