There are 8 taverns in the game. In each there will be a place to interact and you will then be asked to beat up some bandits. After you are done with that, the tavern is unlocked, simple as that.

The Kingston bar doesn't seem to want to show on the map for some people. It can be found just North of the Westernmost harbourmaster along the shore, and WILL show up on the mini map. It is three houses north of there. |
