This achievement is not able to be obtained until sequence 10 memory 3 "the observatory". There is an area on the map located at around 528,252 called long bay that is block off until you reach the mission. If you have all other areas unlock and are able to fast travel to them, not just unlocked via defeating the forts, you must go to every area. I went to every area and unlocked a view point or went down in the bucket on the ship wrecks to make sure i had been to every area. The areas you ha e been to also go white instead of the grayish colour. I also went to sacrifice island which seems to be an exclusive content pack but am unsure if this counted towards the achievement.

    Hope this helps everyone.

For this achievement you have to visit every location in the game. This means that you have the ability to fast travel to every location on the map. To do this, you're required to visit every listed island, city, diving location, AND fort. You'll know that you've already visited the location when the map indicator is either white or gold (for locations) or lime green (for forts), allowing you to fast travel there.

Areas not yet visited will show on the map as either a grey map icon or a question mark. Red forts are also unvisited. You will also not be able to fast travel to these locations. Diving locations are required for you to at least dock and go into the water, but no treasure collecting is required. Other locations you just need to stand ashore and you'll get an in-game notification telling you that you've unlocked a new fast travel location.

Things such as naval convoys, whales, sharks, collectables, and legendary ships are NOT required for this achievement.

When going for this achievement you'll pick up the SEVEN DEADLY SEAS and KING OF THE CASTLE achievements.

Note: This achievement is not obtainable until you're at least halfway through Sequence 10 where Long Bay becomes available.

The only difficult part about this achievement was trying to keep track of everything. A few small tips with this one:

-Locations you have not yet visited will show up black and grey where as locations you have visited will show up white and black or gold and black.

-Locations that you are able to fast travel to have already been visited.

These are pretty obvious, but I'm dumb and didn't think about them at first. Hopefully it can help someone else as well.
