  For this achievement you need to hire a group of 'Dancers' (Inverted commas definitely necessary) and use them to distract guards holding pirates at gunpoint. There are a few spots where these hostages can be found around a few of the major cites, Just head towards any 'pirate recruit' signs on the map. Be careful not to get spotted heading towards the guards, as you need to be quite close to trigger the 'distract' option. Use the cover of the dancer group if necessary.
  
  It's been confirmed by BigBoomKC that having a full roster of pirates will stop the hostages from spawning. If they're not showing at the location in the video below try raiding a few ships to kill off a few men.
  
  I've added a quick video. Mainly to test the Xbox ONE DVR, but also to show a good location to get this in the south-east of Kingston.

  I didn't even watch the video, just read your comments. First, I killed off some of my crew (naval warfare, waited for my crew to jump onto the enemy ship and then fired indiscriminately at them with the swivel guns). Then went to the fast-travel point in southeast Kingston. There were pirate hostages, so I grabbed some "dancers" and got to work. Took me all of 3 minutes, and didn't require replaying a memory sequence!

  Got this in Havana. Guards were alongside wall upper left of map.
  Hire dancers. Walk down steps closest to wall (and NOT through guard barricade, in front of pirates to be saved)
  
  walk into grass until you're just beside the gunners.
  LB to distract them....you sneak right past...kill solo guard on other side once the other 2 leave...
  
  Free pirates. Easy.

  Finally got it. It seems there's 2 types of pirates. Some being held at gunpoint and others that are fighting.

  Or you can just distract them and the kill them all in open combat.
