  El Highway is the First Chapter within this game. This achievement is unmissable. This chapter consists of three sections.At the end of Chapter 1-3 you will have a boss fight. This really isn't hard if you have managed to get this far this boss will be no threat at all. After the boss fight the achievement will unlock.

  I've done this but the achievement didn't pop - any ideas?

  When you did it was there any disconnection prior to it? Have you check to see if the achievement has unlocked but not popped + the achievement doesn't say 100% complete but still locked? Has the next chapters achievement popped?
