the tutorials are accessed by pressing the Start icon on the main screen, then pressing the Graduation Cap icon in the top right. at first i was unable to enter the tutorials, getting a message saying "Tutorial is not available with current control settings." go into the settings, which is the Gear icon in the top right on the first screen, then pick either Keyboard or Virtual D-Pad. the tutorials do not work with Accelerometer, Mouse, or Joystick.
Basic Weapons is the fifth tutorial of 7. only the first 5 tutorials need to be completed for achievements and they can be done in any order.
this tutorial requires you to actually be able to handle the plane a bit. it will show you how to fire a few different weapons and then leave you with a few targets at the end to destroy however you like. still pretty easy, just blow up the planes and you are done.
