This achievement will be earned once you earn a total of 5000 salvage overall. You don't have to wait for the salvage counter at each camp to hit 5000, it keeps track of your overall total amount collected. I got this achievement about 40-45% progress (i'm going for the 100% so I did a lot of exploring). You can probably get it earlier or later depending on how keen you are for exploration.
