I'm leaving my solution up for reference:

Happy Hour events occur every Thursday during certain times. You can play in normal games or use the new "Play Special Event Now" option in the Play menu. This new option will only appear if you already have a XP boost active. It puts you in a ring game with a specific buy-in that is displayed in the upper-right corner of the Play menu screen when this option is highlighted. If you only want to play a normal game, you must have a XP boost active during these times to get this achievement. Also, if you don't want to play the special event game after getting the achievement, you can easily quit out since it's a ring game.

From the wsopfullhousepro.com web site:
" +20% Bonus XP using any XP Boosts during Happy Hour. This event is playable 4 times a day from 9-11 PM in the following time zones: GMT, EST, PDT, and JST."
since PDT = PST when not during Daylight Savings Time, I will use PST from here on

This means you can play during each of the 4 zones when their time is between 9:00 and 11:00 at night. For example: I live in the EST time zone. So I can play at 7:00AM-9:00AM and 4:00PM-6:00PM and 9:00PM-11:00 PM and 12:00AM-2:00AM covering the JST, GMT, EST, PST zones in that order. This is just an example for my time zone. If you live in a different zone, your times will be different. Daylight Savings may also affect your time, so be aware of that.

EDIT: You will know you're getting credit when you receive (EVENT) XP along with your normal XP at the end of the hand.

JST = Japan Standard Time = UTC +9
GMT = Greenwich Mean Time = UTC
EST = Eastern Standard Time = UTC -5
PST = Pacific Standard Time = UTC -8
