As you fly closer to the ground, your proximity flight multiplier increases. You must attain a x3 and maintain this for 15 seconds.

I found this one easiest to unlock using Freestyle game mode and selecting the Grand Canyon location. The reason I found this best was that there is very little foliage and also you can normally find a relatively flat section of ground. (In my case I used Start point 1)

Also I'd advise like many of the cheevs to use Dracula due to his slower speed and high maneuverability.
