All of these are located in the Cell Blocks zone.

#1/#2: Next to the main entrance on the inside, immediately after the Electrical wiring clue. This room is to the left of the control room with spikes.
#3: On the upper level of the room to the right of the control room with spikes.
#4/#5: In the far upper right of the large room with the service elevator.
#6/#7: Immediately after exiting Cell Block C, and entering Cell Block B (on the way to get the Batclaw).
#8/#9/#10: In Cell Block B, in the room just before acquiring the Batclaw.
#11/#12: At the top of Cell Block C, after pulling down the wooden panel with the Batclaw. In the cells in the background.
#13: Above and to the left of Cell Block C, in an attic-like room where you have to pull down a wooden beam from the ceiling to break open the floor.
#14: Just below the wooden floor you broke in the room with #13. You can only get this one after the Bronze Tiger fight, so loop back here after it to get this cage (following the linear clockwise path on the map).
#15/#16/#17: Shortly after defeating Bronze Tiger, while following Penguin's blood trail, just past the electrified water.
#18/#19: In Cell Block D, in the foreground, on the bottom right, go through the door and go up one level to find these.
#20: In the hallway after Cell Block D, just before reaching the munitions depot to get Glue Gel.

napoearthHow do you go back for number 14?

Paul ZapIf you think of the whole map as a maze, you have to go all the way around the one-way path. Basically you go through and fight Bronze Tiger, then you'll eventually loop back around to a point where you can drop down again and you'll be able to grapple to get to the cage.

napoearthI figured it out, it is shortly after you destroy numbers 15-17. It wouldn't hurt to add that to your solution as well as how to get it, as that is not readily apparent.

Paul ZapIt's actually fairly evident that after you drop down, you can only continue forwards and you'll have to loop around to get it again, which I mention in the solution. I also mention this in the walkthrough, which might be worth reading.

napoearthDo what you want man, it’s your solution. I am using the walkthrough which is nice. I didn’t neg vote this. At the same time, I’m just saying that while I was going through this part, I personally would have liked a little more detail on What “come back here” would actually entail and how to get the cage. I look at solutions on this sight from the point of view of someone who knows nothing about the game and especially about the achievement the solution is for.

Paul ZapThis is a very minute detail that has been clarified on numerous occasions. There was also discussion of this 4 years ago when I wrote the walkthrough. Admittedly, this frustration is the game's fault, for having the annoying mechanic of not being able to obtain it before the Bronze Tiger fight, then having to continue forward all the way around to get it.

napoearthFor the others who play this later and are as dense as I was about penguin cage 14: After you come to penguin cages 15, 16, and 17 and destroy them, continue and you should recognize that you are back at a floor grate that you traveled through earlier enroute to the the Bronze Tiger fight. From here go back to the attic with the hole in the floor where you got penguin cage 13. You can not hit it with your bararang from here, so drop into the hole but try to grab the opposite ledge above the cage. Now, just drop off the ledge while pushing forward into the cage.

AnubsethIf anyone is still having problems with #14, the Line Launcher upgraded can help you get this easily. Just climb the hole in which the cage is located with it.
