I'm currently going for the online related achievements and this is by far my favorite game mode. Online Tailing requires you to stay near a target while observing them by pressing the X-button. I compare this mode to Manhunt in Assassin's Creed since it's your job to clear this as fast and as stealthy as possible.
- You cannot kill your target
- You cannot be spotted
- You need to reach 100% observation for a successful session
That being said, a lot of people you need to observe are playing this mode like they are playing GTA or Sleeping Dogs. Running around, killing NPC's and just being plain annoying. Different from Online Hacking, you must stay in the vicinity of your target, which is about 60-75 meters. The closer you are, the faster the meter runs. If they run or drive away from your location, you will need to tail them without them suspecting you which may be hard given the fact that they street-race their way through Chicago.
What I tend to do most of the time is getting into a vehicle that looks like a family car, since people tend to run to the sports cars more often and punching the NPC's in the head. I park it near the sidewalk they are on, but in their backs so they can't see I stopped there. I initiate the observation and press B to dim the lights and cut the engines of the vehicle I'm in. Getting out of your vehicle may risk exposure, so most of the times I try to stay within the vehicle. Even if my target is about 60 meters away, the meter still goes up quite fast. If (s)he is running off, make sure you don't make it obvious for that specific person that you are tailing him. When you are exposed, you will need to run for safety because if they kill you, you fail the session and loose Notoriety Points. When you get to safety, your mission will be a partial success which still awards you some Notoriety Points.
Other pre-set features you can use are camera's. When they are up high, make sure you are out of their sight and hack camera's to get near them. Other then that, I don't really have a lot of tips to share, but if you have any improvements; then please let me know.
