Story based and isn't supposed to be missable. However, do beware, it did not unlock for me when it was supposed to. I had to do another playthrough for some missed collectables, anyways, but having to play the entire game almost all the way through for a story achievement is tiring. 1000/1000 done, though. Best of luck, hope it unlocks for everyone else.
