This achievement can be a bit tricky. I'll give a variety of tips but keep in mind that there are a lot of variables that can affect each attempt.

For your loadout, I highly recommend picking a set up that you're comfortable with. I'll suggest some possible selections but if you're not comfortable with them then they won't benefit you.

Suggested Weapons: R-101C carbine, Spitfire LMG, C.A.R. SMG, EVA-8 shotgun
Suggested Tactical Abilities: Cloak
Suggested Ordinance: Arc Mine
Suggested Perks: Power Cell, Guardian Chip, Run N Gun, Explosives Pack, Quick Reload
Suggested Burn Cards: Amped (weapon of your choice), Satellite Uplink, Ghost Squad, Map Hack
Titan Set Up: Anything you want. Nuclear Explosion is still overpowered and a great way to get some cheap kills.

The majority of players seem to congregate around the center buildings (where control point B is in Hardpoint Domination). I rarely ever encountered pilots around the outskirts. People also love to wallrun along those plexiglass panels connecting the middle buildings.

My usual strategy was (if it is an objective gametype) to throw my arc mines on the nearest objective, most pilots just run right over them. Then I'd make my way towards the middle buildings, cloaking whenever possible, and keep my eyes open for pilots running through. I'm sure everyone can notice the difference between pilot and AI movements by now. When my titan was ready, I'd drop it wherever and let him do his thing, while I continued my hunt around the middle buildings. This gives you two opportunities for kills. With the Guardian Chip perk your auto-titan is a little more skilled. Now let's look at the game types.

Last Titan Standing: Probably the least likely possibility for this achievement. I did manage 11 kills here though. Your main strategy should be to get close to the enemy titans. Try to be right next to titans before you destroy them so you can quickly melee them and perform an execution before the pilots eject. When you're damaged, again, close in on the enemy titans before you're doomed and hope your Nuclear Explosion takes care of them. Of course you should also look for notifications that you're being targeted by pilots and you may be able to get a couple pilots on foot. You'll almost certainly need the match to last seven rounds.

Attrition: Another unlikely candidate but definitely possible. I managed 13 pilot kills in an attempt at this. The volume of AI in this game type can be quite distracting. Plus, since the AI kills count towards the score limit, the matches typically don't last too long. You'll need to again keep an eye out for the tell-tale pilot movements and try not to get distracted by all those grunts just begging for you to shoot them in their faces.

Pilot Hunter: A slightly better choice than Attrition. You'll still have a lot of AI soldiers on the battlefield but they don't count towards the score limit, so the matches will carry on a while longer. However, everyone will be focused on killing pilots and this may prove to be a disadvantage. Same tips apply as Attrition; spot pilots and try to avoid the lure of the grunts.

Hardpoint Domination: The first true objective game type and a great possibility of snagging this achievement. Pilots will constantly be rushing the objectives and you can pick them off easily if you hang around. At the beginning of the match control point B is a good location to head to. It's right in the middle and some enemy pilots will have the idea to head there too. Keep heading back there every time you respawn and remember to throw your arc mines on that point too! Once everyone starts getting their titans it's better to hang around A or C because titans will stay on the road between the two buildings at B and cause problems. A and C will have mainly foot traffic.

Capture the Flag: Another objective game type and the best possibility for this achievement (in my opinion). Every time you spawn always throw your arc mines on your team's flag! You can try to camp by your flag but I found both flags had a lot of entry ways. Personally I would head out in to the middle or try to flank in to the enemies base and score some kills. Whenever an enemy picks up your flag, go after them! They will basically have a giant target on their head and will rarely shoot back as they're so focused on running the flag. It also seems that one of the updates has made it so you can no longer transport the flag inside a titan. The best part about this game type is that the matches usually last the full duration (or close to it) unless one team is completely adamant about capturing the flag and the other team is careless about defending.

One final thing to add is that the solution for this achievement on the Xbox One version claims that kills gained during evacuation count towards this achievement although they won't show on the scoreboard. I can't verify this as the match I unlocked this I had 22 pilot kills.
