Legendary items are the rarest of rare drops. The item's name will be orange if it is a legendary.
To obtain this you must own and equip one of these items for every inventory slot you have. Not only must each item be legendary, it also must have a minimum requirement of being level 70 to wear. This will take a lot of grinding to obtain at least 1 item for every inventory slot you have.

    Helmet,
    Shoulders,
    Gloves,
    Bracers,
    Body Armor,
    Belt,
    Pants,
    Boots,
    Necklace,
    2x Rings,
And both hands. This can be a 2 handed weapon, two swords, dual crossbows for the demon hunter, etc. as long as BOTH hands have a legendary item in it.

There are multiple ways of obtaining these legendary items however. You can always trade with other players. If you have a friend that also plays you can always swap items back and forth to help each other. You will most likely get a few of them while grinding out the levels to get to level 70 in the first place and the level 70 items drop much more often once you HAVE reached level 70. I have found that the fastest way to obtain these solo are to do a bunch of bounties on act 1 on normal difficulty to obtain rift fragments and then launch a rift on torment difficulty and run through this board killing everything you see. I get about 2 level 70 legendary items each run. (though not always the piece of armor i need) You can also spend blood shards in adventure mode to gamble on an item. The items you get by gambling with Kadala (in new tristam camp) are completely random and i HAVE obtained level 70 legendary items before, though not often. The last way to obtain them is to have a blacksmith build them for you, but for this you need to locate the blacksmith plan and then obtain the materials to build the item.

The moment you equip the last item in your inventory slot the achievement will unlock.

Edit: for the purposes of this achievement, it has been reported that green set items count as legendary. A level 70 green set item would work as well as normal legendary and you can mix and match and have both types of items as long as they are all level 70 items. Thanks to 'Momie' for pointing this out.

Michael MilenaMy game was on hold, but I started playing again in 2024 and the tip you give in your explanation of the achievement saying that if you have equipped set items (green items), along with legendary items they also count towards the achievement, but it doesn't , I had the entire set at level 70 and the achievement didn't come, I changed some pieces of clothing it didn't work either, the achievement only skipped when I put all the legendary items on my demon hunter, also have to change the rings and pendant for the legendary ones, otherwise no it works

REJECt444 guide gives all the answers you need to gets this achievement. But it's quite outdated and the game has had some changes. There's a faster way to get legendary items and it's by doing bounties. Every 5 bounties you do in an area will get you a chest from Tyrael. The content of this chest is made of gems, 1 or 2 legendary equipments and lots of recipes. And all this recipes are either legendary or for a set. As you need to do 500 bounties I suggest to finish all the 5 chapters bounties to get 5 chests (and 1 or 2 bonus chests) and you will easily get around 30 legendary recipes. Now you just have to wish lady luck will give you recipes for different set pieces.

UnmatchedBrace+1 to this solution. Completing the bounties for an area not only gives you the recipes but also the special ingredients needed to craft those recipes.
The only recipes I didn't get were for amulets and rings. So for those I farmed the rifts to get Death's Breath which is the limiting ingredient (requires 25 per) that allows you to upgrade a rare item to a legendary/set item at the Horadric cube (after completing Kulle's quest). Just use a rare level 70 ring/amulet and upgrade it.

All other solutions bring the information that you need, I would just like to add my approach to it:

As an achievement hunter I just wanted to get through the game and level up all 6 needed characters to level 70 while doing bounties to minimize my time getting the achievements and this one needed me playing with one character after lvl 70 to get the equipment.

So, what i did was create a "help needed" post at the "find group" section of the xbox one and within 30min a hardcore player, with more than enough itens, came foward to help me.

    Thats it. Good luck.
