    I don't know if there are 20 lurkers you can kill scattered throughout the campaign, if so i just ignored them. but i quickly got this by starting the mission "Lost Tunnel" and right in the beginning of the level you will kill one lurker, then a little bit further down the tunnel there will be a opening on the left side. Go inside and there will be two more lurkers eating some corpses, after you kill them just reload the checkpoint and you will restart at the entrance of the opening.

    Near the beginning of the Lost Tunnel mission, you'll want to take a branch to the left before following your partner to grab the pneumatic rifle weapon. This area has a couple of lurkers that spawn, so you can keep reloading the checkpoint to get your 20 kills out of the way if you wish, even though they'll likely come with normal play on your Spartan playthrough.

    There is a mission in chapter 4 called "Defense" which is filled with lurkers, so if you are trying to get this achievement on a normal play through I easily got all 20 of my kills on this mission alone without having to look around much.
