How to unlock the Sharpshooter achievement

  Go to the police station in North Point - it's just opposite the second parking lot to the right of the Night Market on the map. Notice the parked police vehicles there. Walk up to the cops and fight them until they drop a gun. Your wanted level will be raised by now. Simply pick up the gun, and shoot the tires of any of the parked police cars.
  
  Yes, no need to get involved in a car chase. Just shoot the tires of a police car that isn't moving when you're wanted.
  
  Achievement unlocks there and then.
  
  Alternatively, if you don't want to fight the police to get a gun, simply wear any of the DLC costumes that comes with a gun, e.g., Agent 47 with Silverballers, go to the location, and shoot away. DLC costumes can be purchased from the yellow clothing shop in the Night Market.

  Thanks for the solution! Having having to be in the chase is useful. To build on it, you can just walk up to the boot of a police car and get a shotgun and shoot the tires of the same car.

  Here is an easy, somewhat cheesy way to pull this one off... play through the game, doing the 'supercar' missions as they unlock until the turret upgrade unlocks. After finishing that mission, stay in the car, nudge a cop car with your supercar, run down a couple pedestrians to immediately raise your level to 2 stars, then activate your turrets and take out the tires of the now pursuing police vehicle. Took me 5 seconds when I tried this approach.
