Is obtained through the natural progression through the game. It is story based, so it cannot be missed. Chronologically comes after "Science and Violence"

The achievement should pop after you turn on a fast travel station, Jack travels to you at the command center,

...and then you the quest finishes at Jack.

Something that might be helpful to know as you progress to this part of the game: when you start using the jump pads to get around (when you're outside) it isn't the best idea to move forward or backward while you're airborne/being launched. These jump pads will send you quite some distance, and while it wasn't my first instinct to trust them, I soon found out that moving in the slightest was enough to ... you know .. send me to my death.
