I was able to earn this achievement after finishing mission 8 (Fortress of ADAN) on hard. I attained an S ranking on the mission and completed the 'Defeat Guilty Rose' and 'All Ships Survive' sub-objectives.

There appears to be some confusion about this achievement. I spent quite a bit of time trying to unlock it on mission 7, as suggested, but to no avail. I gave up and resigned myself to coming back around on an easier difficulty to try again. I then played mission 8 - and to my surprise, got the achievement without actually trying. :-)

The description - "Awarded for bravery beyond the call of duty during withdrawal of the allied fleet" - appears to have absolutely nothing to do with the achievement. After obtaining the achievement, the description changes to "Received for bravery during the enemy's attack on the Alberti System". This is still a bit of a misnomer as your fleet is on the offensive in this mission.
