I obtained this achievement upon completing the Nice Massena location and traveling to Saint Martin. This is not a missable achievement as it is part of the main story.
Each destination consists of 4 races that award individual points followed by a road trip to the next location.
In the case of this achievement I completed 4 races in Nice Massena. I then traveled to the Hub where they allowed me to select Saint Martin as my destination. After a short, few minute drive I arrived at the Saint Martin Hub and the achievement popped.
