Like the book of Elephants, this book will unlock later in the campaign mode. Like the other books, this one is time sensitive. It unlocks sometime after the book of Elephant. If I were to take a guess-a-ment; I would guess somewhere between 70-80% campaign completion. Aside from playing campaign related missions, there is nothing you can do to quicken the process.
