Because of the recent par score changes, this particular score is now fairly easy to obtain by playing the level on Heroic. Par time is your friend here, but you have to be good enough at the Warthog Gauntlet.
You won't earn many points during the Gauntlet, so make sure you at least 18000 points before you take the elevator. If not, I'd recommend restarting the level then and there.
After messing around after the score changes, I would recommend doing it on Heroic as Normal difficulty would require quite a few skulls (I had 12k by the elevator on Normal 2 skulls on, and that was with no deaths.)

If you're going for the par score I'm assuming you at least know the level but here are just some points to add.
In the beginning when you have to wait for the door to break, at least 1 enemy (who comes out the door) will have a shotgun. Make sure you grab it. The shotgun should 1 shot a hunter as long as the whole blast hits the orange bit. The shotgun sucks against the sentinels, however, so I would recommend either keeping your plasma rifle from the beginning or grabbing a plasma pistol.
When you get to the engine room, make sure you pass it to go to the armory. Swap your non-shotgun for a rocket launcher.
When you do the engines, I would recommend going up the right side, as the left is more annoying with its infinitely spawning enemies. Both ramps have infinitely spawning enemies after you blow up 2 of the engines, but I found the right side more bearable.
When you blow up 2 engines, head towards the elevator so you can get a checkpoint.
Don't hesitate to hide when the sentinels come out as its hard to fight them with a rocket and shotgun.
When doing the warthog gauntlet, make sure you skip the wait for foehammer and go to the side during the ending run so you aren't caught in the crossfire.

As of December 2015, the only way I pulled the 18k score solo (final score was about 24k) with ease, even after dying a few times, was on LEGENDARY with 2 less relevant skulls on: Eyepatch and Fog.

I had tried Heroic without any skulls on before but it just didn't give me enough points (just 10k) before the driving part.

Also, Legendary doesn't feel intimidating at all after you've completed the other achievements like par time or Goat Roped and know the levels well.

I was able to do this on Heroic with a few skulls enabled: Fog, Eyepatch, Boom, Famine, Pinata.

If you finish the level around the 20 minute mark (I think I may have been around 22 minutes) you will get a 2X time multiplier at the end. So you just need to score 9000 before the finish. I was able to get just above the 9000 mark by killing a few of the enemies in the final area where you run to the longsword ship. Make sure you kill all hunters with pistol as they are worth ~500 each. You can take out most groups of enemies with plasma grenades. Boom skull turns them into mini-nukes. You will have near unlimited stock as you can melee the flood carriers for plasma grenades with the pinata skull on.

I had tried this before on Legendary with no scoring skulls enabled and didn't get it because it took me too long.

I have just found a new way of getting a decent par score on all Halo CE maps. Its easy and simple to complete.

When playing the game, simply rack up a decent amount of points, but do not complete the level. Now simply restart the level, and you will notice that your points for the Par Score stays on screen. This 100% works as myself and another player tested the method. Some points to note is

    1. We played online co-op (unsure if it works on solo, but please test and comment below)
    2. The difficulties that were tested were Legendary and Heroic.
    3. Using this method, you can simply get more than enough points to complete the level for when the timer starts to deplete your points.
    4. The two levels that were tested were ''The Libary'' & ''Assault On The Control Room''
    5. Competive Score and Time HUD was enabled
    6. You must enable a level check point before restarting the level
    7. This method has not been tested on halo 2,3 or 4, but I will test it shortly

This is a massive help for the Par Scores, Especially if you are taking advantage of some of the huge level skips that ''Nak3d Eli'' and other well know members of the halo comunity show us.

With this, we simply used the first 3 areas of the game on ''Assault on the control room'' to rack up around 20K in points (simply getting roughly 4K points, restarting level), and then using the bridge drop method that Eli shows us in some of his videos below.

Again this method can be used on the likes of ''The Silent Cartographer'' and ''Keyes'' when using the Car and Door Method and the Scurty Bump method.

Just to point out, the level skips are not classed as ''cheating'' as some of the acheivments are named after these expliots, such as..
