This and three other achievements didn't unlock after for me. Even after completing everything. To get the buggy achievements to unlock, I had to delete my save files from my console.
If you, as I, have saves stored in the cloud, you will have to start the game while offline. From there, you can start a new game without fable entries or chapter completions for you to redo.
