  For this you need to head to the Moon Base and then keep going all the way straight till you see 3 jumping cows achievement should pop when you are next to them.
  
  and as per my guides are recorded off the xbox and not a capture card so the pop up sign won't show up on this video but it will for you.

  There is an achievement just for going to the moon base (link below) quick guide: You need to talk to green loontern (daffy duck) he is located Inside the watchtower where the batman info signal is right outside the door to the moon base (the end of the video on the link below) after that build the door and walk in achievement pops right after.

  Mine has been stuck at 100% for months now. These lego games get buggier each time!

  Location - Moon Base
  
  As soon as you exit the portal, look out the main door, (towards the Sun) and preferably use a character that has the ability to fly, then just fly past the first two craters, when you arrive at the third, land and just stand among the jumping cows.
  
  There will be 3 jumping cows with capes, plus a Silver Statue in the center.
  
  Boom, achievement unlocked

  On the moon, go straight out the door and they are on the left. I had to punch one to get the achievement. There are three with little capes.
