For this challenge I used the second map.

I started working on the slaves first. I followed the same tactic I used when trying to get the white rider achievement. I got on a Caragor and made a big loop around the map. I would use the mini map to locate the slaves. It seemed to count the slaves if you killed a single guard in the group. I would then free any caged Caragors I found along the route. I knew I was finished with the slaves after killing a couple groups and the completion percentage not going up. I highly recommend having the achievement guide snapped so you can keep track.

When going for the Caragors, I concentrated on the stronghold at Fort Morn. There are 5 cages in this stronghold, and 2 more immediately to the East on your way out of the stronghold. Once those were freed, I fast traveled to the tower North of Fort Morn. Not all cages will spawn full. The cage facing the tower did not seem to respawn as frequent. I would then shadow ride the first Caragor and repeat. You can also shadow kill a guard from the tower to get you there faster.
