In Sequence 13, Memory 2, progress through all of the objectives until you obtain the objective "Find Léon in the tunnels". Immediately after, you will be engaged in a fight with some enemies, and the game will notify you about raider leaders, as this will be the first time you encounter any. Simply kill the raider leader in the group of enemies (he's the one with a big star over his head), restart the checkpoint, and kill the same raider leader again. Rinse and repeat, and you will get this fairly quickly! There are opportunities to kill more later on, but this is a surefire way of getting it.
Edit: As FranconianX had said, you will need to kill 8 raider leaders in the new coop mission "Last Rites" if you plan on getting all the achievements. I would recommend doing that first, and then use this strategy for the remaining 7.
