How quickly you'll earn this one is directly proportional to how much time you'll spend on the game. As a quick note, do not buy the Tax Collector as soon as it is available! There's a quest attached to it, and I'm not sure whether buying it in advance will count for the quest, as subsequent collectors will require gold stars.

The best money over time buildings are the Mess Halls, Bars, and Military Cottages, though they only show their value if you're able to click on them shortly after they're available. I opted for a mixture of all three, with the Military Cottages essentially left over from a previous quest. At 750 coins per minute, it took just under 7 cumulative hours of clicking on the Tax Collector per minute to get the achievement.

I've put a quick runthrough of the pros and cons of each in a spoiler tag, as you may be reluctant to get bars. If watching every five minutes or less doesn't appeal to you, move on to the next section.

If time is the limiting factor, build buildings that produce income at or below the frequency you expect to play. If you're thinking to turn it on every hour or so, you want Warehouses and Modern Houses. Every 4-6 hours, Black Markets and Field Hospitals. Don't go for the longer buildings, you want to be able to collect every time you start up.

Finally, the Tax Collector optimizes the route for you by automatically collecting within its influence when you click on it. While it's less critical for long haul buildings, it's still very useful. Ideally, you want large 3x3 buildings on the corners and edges. Only one square needs to touch for the Tax Collector to collect. Use Mess Halls or Military Cottages to fill the gaps inside. Only use bonuses inside the zone if you can't fit anything else in.
