This is missable. During the final mission, your main tasks are to complete various requests that will give you credit for controlling Earth, Fire, Wind, Water and Heart. (Go Planet!) Upon completing these tasks, however, you simply win the mission without facing off against the Captain.

To get the final invasion force, simply do not complete the tasks for controlling the elements. You will face a progressively stronger invasion force every 24-48 months, culminating in a final attack when the long counter on screen runs out. (*note: I tried reloading a save where I had one task left to complete. If its the task that results in a tsunami arriving, this will complete automatically before invasion depending on how you've progressed. An earlier save or restart may be required.)

The final invasion force has 60,000 HP and an attack strength of 6,000! An adequate army is a must to survive. My setup was 8-10 army bases with upgraded tanks, 8-10 barracks with upgraded infantry, palace guards upgraded to death squad, defense HQ with flak jacket upgrade, aircraft carrier, nuclear sub (unused that battle), a line of 5 guard towers up against the back side of my palace with machine gun upgrade and making sure all were fully staffed. I also issued the "military drills" edict to improve my army. (This lasts 5 years, so make sure you can issue it when the last force is less than 5 years from invasion.)

This may have been extreme overkill, but I was paranoid and had a ton of extra money to play with. I lost probably half of that force in the battle, but managed to win pretty quickly overall.
