The easiest way is to set up a sandbox game with low economic and low political difficulty. Put population on 200 and start with infinite money in Modern Times.

As soon as the game starts, build three fishing trawlers on the pre-assigned areas in the sea.

Once you have all trawlers placed (and make sure the game isn't paused) then the achievement will unlock.

You can also unlock these achievements as well (though you may need to demolish some buildings/restart if you need the space for three oyster farms etc.)
