The other solutions are great, but here's a very simple one that worked for me.
The character I chose (I think her name is "Nisha"?) doesn't have any abilities to regenerate health (at least not outside of combat) and I haven't found any equipment that helps me do that...

If you are in the same situation and don't wanna search/wait for the gear you need in the other solutions, do this:

    1. fast travel to "Outlands Spur"
    2. disable the oxygen machine next to the station
    3. stand next to the vending machine that allows you to buy health
    4. everytime you are low on health, you buy some!

Everything you need is right next to the fast travel station and no enemies are spawning there either, just stand there and wait to get this achievement done ;)

Vulker707Claptrap’s O2 does not stay at 1, it gets to 0. But you still can’t get the achievement with him either way.

I got this achievement using Wilhelm. With wolf and saint when you have them out, you are being healed and it is faster than you lose health when you are out of air. After a couple level ups, if you focus on the far right perk tree and put your points in the left option called Auxiliary Tanks you will reduce the cooldown time for Wolf and Saint.

Once you have reached a level to max out Auxilary Tanks (and possibly have a class item to reduce the cooldown time more) and have about 500-600HP just let your O2 run out and launch Wolf and Saint when you get down to about 50 health. They will heal you completely, then call them back. By the time you are down to 50-100 health they should be recharged, just launch them again and repeat.

    Hope it helps!

This is how I earned this achievement:
(If you wait until AFTER the main game to achievement hunt, like I do, this will work for you no problem, since you will have a decent amount of health)

-Go to Moxxi's bar in Concordia.
-Purchase the Squil Syrup cocktail at the bar for 10 Moonstones (on the left side of the bar all the way to the right). This cocktail regenerates 0.8% of your health every second and lasts 30 minutes.
-Go to Triton Flats (or anywhere else that's outside), and waste all you oxygen by simply double/boost jumping. Once you're out of oxygen you will now start your 5 minute countdown (make sure you're somewhere out of the way so no enemies attack you during this!). The Squil Syrup will regenerate your health while you suffocate, so it will prolong (or even halt, like it did with me) you dying from suffocation!
-Wait 5 minutes and you'll have your achievement!

The CherishedThis is BY FAR the best way to do this. I did this achievement while I was doing dishes, didn't even have to touch the game!
