You need to be at least level 4 (some needs level 7) on a character skill, either Cardio, Wits, Fighting or Shooting (which will most likely come naturely) Once its done hit up on the D Pad and you'll see your character detail page, then scroll to the bottom of the page, you'll have special skill available depending on which basic one you've trained, select it by pressing X then confirm by holding X
