  Heading to the right from the spawn, you'll find a red house with an outdoor barbecue/party. Just up the hill from them, you'll see a large boulder, which you'll want to go up to, and then push down the hill into the party. Once it hits the party, the achievement will unlock.
  
  You can now lick this boulder and bring it to the open field to destroy the drifting car to gain this achievement;

  Find the party in Goatsville and up the little hill there is an unmissably large boulder. Move behind it and nudge it with RT, you can even kick it a few more times to help it along.
  I did this despite having scared off the party. The achievement unlocked as soon as the boulder hit the area where the party should have been.

  Text Solution:
  Will do a step list for achieving this achievement:
  • From your spawn-point goto where there people holding some kinda protest/election
  • It easier to get the achievement if you use the double jump and angel goat mutator. (To get the angel goat mutator, just do nothing for 5 minutes and it will give you achievement also.)

  • From Protest/Election find BBQ party, people dancing and other stuff
  • From the party find a hill
  • Go up the hill and you find a big boulder
  • (headbutt) the boulder down the hill
  • When is rolled down the hill the achievement is yours
