    It takes 3 arrows to kill a creeper. The easiest way is to kill one that has spawned in the water and is unable to move quickly. You could also keep an eye out for creepers stuck up on the wall of a chasm.

    JohnnyGreenbackBow in the first "village" after tutorial and arrows in dispensers in "stampys" pirate ship, if you are looking for the tools to get the job done.
