Level 1-5 is the first time you can do this.
From where you begin, go left all the way, followed by up all the way, and then right to pick up a piece of rock. You'll now see four spots where you can throw the rock to distract someone.
Simply throw the rock to the bottom or left spot to unlock this achievement.
