Quantum-shift is unlocked through the Speed Boost branch of upgrades.
Only the first tier is required to use it, although I had some difficulty getting the achievement to pop until Speed Boost and Quantum-shift were upgraded more.
Once unlocked, use
to teleport through a boss without being harmed. The achievement should pop upon doing this, but mine did not pop until much later (along with several other achievements) when the game was over.
