  Very easy way to do this.
  
  1. Gather intel until you uncover the war-chief Skak Raid Leader.
  
  2. Let Skak kill you so he is your revenge target.
  
  3. Attack Skak again while riding a caragor
  
  4. Let your branded orcs land the finishing blow on him for a guaranteed lvl 30 rune.

  Note that you need to find an intel icon on the map to gain intel on the Warchiefs--regular uruk won't work. Also, as others have pointed out, the level 30 rune isn't guaranteed (you can get an Epic rune)

  I followed the guide and it worked. A level 30 rune spawned and I ran into an issue.
  
  I waited for a minute for the achievement to pop but it didn't. So, I thought screw this and went to play something else for a bit and it popped while the other game was loading. So, when I eventually went back into Shadow of Mordor I checked to see what else I need to do and its saying that this achievement is still locked.
  
  Then I did the exact same thing and the achievement didn't pop, so I restarted my Xbox and nothing popped. Do I need to delete the save data and try again?

  Dominate a captain via a Power Struggle to gain intel on a Warchief. (Keep this captain alive in case there isn’t a bodyguard.)
  
  Mark the Warchief. Start his mission, draw him out and let him kill you.
  
  Mark and go to his bodyguard. Dominate the bodyguard and put a death threat on the Warchief. Do not kill the bodyguard. (Use the captain from earlier if no bodyguard.)
  
  Return to the Warchief. Brand as many Uruks as you can and let them land the killing blow on the Warchief.
  
  Intel +1
  Revenge +1
  Death Threat +1
  Warchief +2
  Power Level +25

  can't you just grab one of the green intel icons on the map to get intel on a war chief? Would be faster than doing a power struggle
